SUBJECT:  Alleged Violation of the Animal Enterprise Terrorism Act
As defined by the Animal Enterprise Terrorism Act (AETA), I operate an “animal enterprise.”  For more than a year, I, as well as over 1,000 USDA Federally Licensed and Inspected Breeders in Missouri, have been the target of a malicious conspiracy and campaign by the Humane  Society of the U.S. (HSUS) to harass and interfere with our ability to conduct a lawful animal enterprise in the State of Missouri.   Significantly, this malicious conspiracy and campaign has been orchestrated from the Headquarters of the HSUS in Washington DC, which triggers the interstate element of the AETA.
The HSUS has spent Millions of Dollars in Missouri in the last 15 months in  an effort to distort the image of responsible, Federally licensed  and inspected Breeders, and has used its  internet to explicitly state its intention to destroy the dog breeding industry in Missouri by driving each Federally and State Licensed  breeder out of business.   Furthermore, the HSUS has disparaged every State Legislator in the Missouri who opposes its parochial, self-serving agenda.   This is the same HSUS that was named in a Civil Lawsuit filed by the Feld Corporation, the Parent Company of Ringling Brothers Circus, in the Federal District Court in the District of Columbia (Case Number 1:07-cv-01532-EGS).  The allegations by the Feld Corporation against the HSUS include a violation of the RICO Statute, Money Laundering, Illegal Witness Payments, Obstruction of Justice, Mail Fraud, Wire Fraud, Malicious Prosecution, Obstruction of Justice, Abuse of Process, and most significantly, Conspiracy to Harm a Business. 
The most recent incident of harassment that was generated by actions of the HSUS through an “ABUSE OF PROCESS” that I now must address is:  “How do I stop the USDA from releasing information to the HSUS that inevitably will be used by the HSUS to further harass me and every Federally licensed Breeder in Missouri?”    In this regard, with only 10 days notice, I was informed that if I, as well as over 1,000 other breeders, do not undertake the time and expense of seeking an injunction against the USDA, my financial, confidential, business sensitive, personal and confidential information will be released to the HSUS, which is contrary to express provisions contained in the Privacy Act, the U.S. Tax Code, and specific Exemptions listed in the Freedom of Information Act.   As an aside, if the information is released, your investigation will need to be expanded to address the Violation of my Civil Rights.
Hundreds of breeders copied your Office with their original response to the USDA in December 2010, and in their response, they specifically referenced the potential violation of the Animal Enterprise Terrorism Act.   Now there exists more than 1,000 specific examples of victims of harassment and interference with their animal enterprise.  If your Office is  not the appropriate Office to conduct an investigation concerning over 1,000 examples of a violation of the Animal Enterprise Terrorism Act, a Federal Domestic Terrorism Statute, please advise me as to what Federal Government Office should be conducting such an investigation.
